Starting 

Characteristics 

• Living in the US or English speaking country for less than two years of instruction in English

• Starting to develop foundational language and literacy skills in English

• Produce minimal to no formulaic language in English

•  Do not comprehend most of what is read or spoken to them in English

• Might be able to identify internationally used words (e.g. stop sign, logos like Coca-Cola, names of products like iPhone)

Noticeable Signs of Progress

Students are able to 

• show evidence of comprehension and participation 

• begin to communicate verbally and in writing

• start social interactions 

• ask more questions and demonstrate an eagerness to interact in class discussion
